A mandatory certification program that couldn’t reach the people who needed it

The Liquor, Gaming and Cannabis Authority of Manitoba (LGCA) regulates the sale and service of alcohol across the province. Every person who serves or sells liquor in Manitoba must hold valid certification — a mandate that touches tens of thousands of workers across restaurants, bars, hotels, retail stores, and event venues.

Previously, certification was handled through a patchwork of in-person sessions and outdated materials. The approach was difficult to scale, inconsistent in delivery, and created barriers for workers in rural and remote communities who couldn’t easily access training locations.
