A mandatory certification program that couldn’t reach the people who needed it
The Liquor, Gaming and Cannabis Authority of Manitoba (LGCA) regulates the sale and service of alcohol across the province. Every person who serves or sells liquor in Manitoba must hold valid certification — a mandate that touches tens of thousands of workers across restaurants, bars, hotels, retail stores, and event venues.
Previously, certification was handled through a patchwork of in-person sessions and outdated materials. The approach was difficult to scale, inconsistent in delivery, and created barriers for workers in rural and remote communities who couldn’t easily access training locations.
A purpose-built certification program designed for online delivery

Built from the ground up
This wasn’t a conversion of existing materials. Working with LGCA’s regulatory and subject matter experts, the program was purpose-built for online delivery — covering responsible service, legal requirements, ID verification, and situational decision-making.

Scenario-based decision practice
Learners encounter realistic serving and selling situations, requiring them to apply what they’ve learned rather than simply recall facts. Designed to work across devices, recognizing that many hospitality workers access training from phones or tablets.

Certification-grade assessment
Randomized question pools and passing thresholds approved by LGCA’s regulatory team ensure every certified worker demonstrated real competency.
A highly engaging learning experience where every detail received the attention it deserves.
Immersive 3D environments
Custom 3D image-based virtual backgrounds with interactive hotspots — fully accessible via keyboard and screen reader — let learners explore realistic settings while learning.
AI-powered character guides
AI-generated talking-head avatars provide character-based voiceover and narration, giving the course a personal, relatable feel across every module.
