Certification program launched on time for legalization day — enabling cannabis retail stores across Manitoba to open with fully certified staff.
A non-negotiable deadline with no existing program to build on
When the Canadian federal government announced cannabis legalization, provincial regulators faced an immediate challenge: every person who would sell cannabis at retail needed to be certified before stores could open. LGCA was responsible for creating and administering that certification.
The timeline was aggressive. Legalization set a firm date, and there was no existing program to adapt — cannabis retail was an entirely new regulatory category. The training content had to be developed alongside the regulations themselves.
Speed and quality built on an established partnership

Built on proven infrastructure
The program built on the working relationship and infrastructure established during the LGCA liquor certification project, eliminating ramp-up time and enabling a parallel development process as regulations were finalized.

Cannabis-specific scenario design
The course covered product knowledge, age verification, quantity limits, legal obligations, and recognizing signs of impairment — using scenario-based interactions that placed learners in realistic retail situations.

Certification-standard assessment
Question pools, randomization, and passing thresholds were approved by LGCA’s regulatory team. The program was built to be accessible and device-responsive from day one.
